Import Registration Certificate (IRC) in Bangladesh

In Bangladesh, an Import Registration Certificate (IRC), commonly referred to as an import license, is mandatory for any entity wishing to import goods. The Office of the Chief Controller of Imports and Exports (CCIE), under the Ministry of Commerce, issues these certificates. The legal basis for obtaining an IRC is outlined in the Import Policy Order 2015-2018.

Who Requires an Import License?

Businesses involved in importing raw materials or other special items into Bangladesh must have an IRC. There are no value or quantity restrictions for permissible imports, but the IRC is essential for legal compliance.

Types of Applicants for IRC Registration

The required documentation for IRC registration depends on the type of applicant, which can fall under one of three categories:

  1. Individual or Proprietorship Firm
  2. Partnership Firm
  3. Private Limited Company

All applicants must first obtain membership in a recognized Chamber of Commerce, Trade Association, or a government-approved association.

Accepted Membership Certificates:

  • Chamber of Commerce
  • Trade organizations like BGMEAFBCCI, or other relevant associations depending on the industry (e.g., Plastic Association for importing plastic products).

Required Documents for IRC Application

The documents required for each applicant type are outlined below:

A. Individual or Proprietorship Firm

  • Trade License (Up-to-date, original copy)
  • E-TIN (Electronic Tax Identification Number) copy
  • Bank Solvency Certificate (Up-to-date, original copy)
  • Membership Certificate (Up-to-date, original copy)
  • National ID (NID), Birth Certificate, or Passport of the applicant
  • Recent Photograph of the applicant
  • Contact Information: Mobile number and email address
  • Special Business Approval Letter (for specific industries)
  • Government Fees

B. Partnership Firm

  • Trade License (Up-to-date, original copy)
  • E-TIN copy
  • Bank Solvency Certificate (Up-to-date, original copy)
  • Membership Certificate (Up-to-date, original copy)
  • NID, Birth Certificate, or Passport of all partners
  • Recent Photographs of all partners
  • Partnership Deed
  • Partnership Registration Certificate
  • Contact Information: Mobile numbers and email addresses of all partners
  • Special Business Approval Letter (for specific industries)
  • Government Fees

C. Private Limited Company

  • Trade License (Up-to-date, original copy)
  • E-TIN copy
  • Bank Solvency Certificate (Up-to-date, original copy)
  • Membership Certificate (Up-to-date, original copy)
  • NID, Birth Certificate, or Passport of the Managing Director
  • Recent Photograph of the Managing Director
  • Memorandum of Association (MoA)
  • Company Registration Certificate
  • Contact Information: Mobile number and email address of the Managing Director
  • Special Business Approval Letter (for specific industries)
  • Government Fees

The initial registration and renewal fees for IRCs are categorized based on the annual value of imports. The fees are as follows:

How to Submit Fees

Fees, including the registration fee, pass-book cost, and 15% VAT, should be deposited under head number 1-1731-0001-1801 at Bangladesh Bank or Sonali Bank (when a Bangladesh Bank branch is unavailable). Three copies of the Treasury Challan should be collected after payment.

IRC Renewal

An IRC must be renewed annually between July 1st and September 30th. The renewal requires:

  • Last year’s IRC certificate (soft copy)
  • Renewal application
  • Treasury Challan of the renewal fee
  • Payment through Bangladesh BankSonali Bank, or online banking.

Online Registration and Renewal Process

The IRC application can be processed online through the CCIE portal (olm.ccie.gov.bd). The steps for the online process are:

  • Online Application: Register an account and submit scanned copies of the necessary documents.
  • Application Filing: Submit the online application and pay the prescribed fee.
  • Fee Submission: Pay the required fee through online banking or Sonali Pay.
  • Certificate Issuance: Once documents are verified, the CCIE will issue the IRC.

For renewals, a similar process is followed. Banks nominated by the applicant may also facilitate renewals as per the Import Policy Order 2015-18.
